Conclusion
High performance cooling has come a long way over the years, so much in fact that it is hard to tell a difference from one cooler to another from performance numbers alone. This is especially true if you are looking for something that also doesn't make a ton of noise. The Silverstone HE01 addresses the noise and performance issue by offering a PWM fan with two distinct fan profiles.
The FHP141 fan included with the HE01 comes with a control switch that will change the maximum RPM from 2000 down to 1200. This will of course impact total airflow but allows the end user to determine how much cooling they need independent of the motherboard PWM fan profiles.
Heatsink installation went incredibly smooth and was actually quite simple. Despite having 3 basic levels there is only a single set of screws holding the main retention clips in place. Total heatsink pressure was a little lighter than we are accustomed to but after a few heat cycles we felt confident that the installation was adequate.
Overall performance was excellent and our heat tests showed that the Silverstone HE01 had plenty of heat capacity and some to spare given that the C/W numbers were almost identical between the tests. Cooling performance can be enhanced by installing two fans in addition to the 38mm FHP141. We suspect that any fan replacements will be to lower the noise profile considering the current level of performance.
